Where to apply or request for Birth Certificates, CENOMAR, and/or Marriage Certificates Online?
In the past, Filipinos have somehow gotten used to going to government agencies early in the day to acquire the service they need. Fortunately, for a couple of years now, various government agencies have started offering their services online. Applying and paying for civil registry documents (including birth certificates, marriage certificates, or Certificate of No Marriage Record (CENOMAR) from the Philippine Statistics Authority or PSA (formerly National Statistics Office or NSO), for example, can now be done over the internet. Your requested certificates will be delivered to your home or office after several days.
Where to Request for Your Civil Registry Documents Online?
The Philippine Statistics Authority’s PSA Serbilis is an online facility that allows you to submit requests for civil registry services.
Filipinos can request for a birth certificate, marriage certificate, death certificate, or CENOMAR (Certificate of No Marriage Record) online from the PSA (NSO), for delivery anywhere in the Philippines or abroad.
Birth Certificate
A Birth Certificate is a vital record that establishes the birth of a child. It is an official form that gives details on the time and place of a person’s birth, and his or her name, sex, mother’s name, and (usually) father’s name.
Information to be provided for the issuance of Birth Certificate:
- Number of copies you are requesting
- Name (maiden name if married female)
- Sex
- Place of birth
- Date of birth
- Father’s name
- Mother’s maiden name
- Date of registration, if the birth certificate was late registered
- Purpose of your request
- Your relationship to the birth certificate owner
Birth certificate requests must be duly authorized as per The Child and Youth Welfare Code (P.D. 603)
Marriage Certificate
A Marriage Certificate is a document that shows social union or a legal contract between people that creates kinship. This document contains the important details of the marriage, signed by the couple and by all in attendance.
Marriage certificates can be requested by the interested party by providing the following information to facilitate verification and issuance of certification:
Information to be provided for the issuance of Marriage Certificate:
- Number of copies you are requesting
- Name of husband
- Maiden name of wife
- Place of marriage
- Date of marriage
- Date of registration, if the marriage certificate was late registered
- Purpose of your request
Certificate of No Marriage (CENOMAR)
A Certificate of No Marriage Record (CENOMAR) is a certification issued by the PSA stating that a person has not contracted any marriage. Also called a certificate of No Record of Marriage or Certificate of Singleness.
Information to be provided for the issuance of Certificate of No Marriage (CENOMAR):
- Number of copies you are requesting
- Name
- Sex
- Place of birth
- Date of birth
- Mother’s maiden name
- Father’s name
- Purpose of your request
How much do I pay?
LOCAL REQUEST: If delivery destination is within the Philippines
PHP 330.00 per copy for copy issuance of birth or marriage certificates, and PHP 430.00 per copy for Certificate of No Marriage Record (CENOMAR). The additional PHP 30.00 serves as the Documentary Stamp Tax (Sections 173 and 188 of the Tax Code, Revenue Memorandum Order 13-2008 and Revenue Regulations No. 4-2018) per copy issued.
FOREIGN REQUEST: If delivery destination is outside the Philippines:
USD 20.30 per copy for copy issuance and USD 25.30 per copy for CENOMAR.
Important Note:
These civil registry documents can only be issued to:
- The owner himself or through a duly authorized representative
- His/her spouse, parent, direct descendants, guardian or institution legally-in-charge of him/her, if minor
- The court or proper public official whenever absolutely necessary in administrative, judicial or other proceedings to determine the identity of a person
If you are the document owner and you are unable to receive the document, you may authorize a representative to do so on your behalf. Your authorized representative will have to present
the following to the courier:
a. your signed authorization letter
b. your valid ID (with photo and signature)
c. the valid ID (with photo and signature) of your authorized representative
